I am directed by the Secretary of State for War to acknowledge the receipt of your letter of 15th August and to acquaint you hereby that for the information of the Secretary of State for the Colonies, that a reply to the whole Communication respecting the appropriation of Kowloon has been delayed pending the receipt of a report in the matter from the General Officer Commanding. Such report has however been received.
